[0:36] so much for allowing me to be on Agape’s podcast is a true honor to be here

[0:41] today to talk not only to the industry, but to talk to you

[0:46] and your organization about all the things that we have planned.

[0:51] But the Taxi and Limousine Commission is a commission that licenses over

[0:55] 180,000 drivers, over 120,000 vehicles.

[1:00] So we're very excited to outreach and to meet drivers where they are.

[1:05] This is an incredible opportunity for me to be here today

[1:09] to talk to our drivers, to talk to you and see what we have planned ahead.

[1:13] So thank you so much for allowing me to be here today.

[1:16] Thank you, Commissioner David Do for taking your time to to share with us.

[1:22] I mean, this

[1:23] we usually do that for keeping the drivers

[1:26] of New York City informed of what's going on, what what they should know.

[1:30] And, of course, the highest authority on the TLC

[1:34] is, for us, a privilege and honor to have you here.

[1:37] Well, thank you.

[1:38] I appreciate it, Commissioner.

[1:39] Yeah.

[1:39] So you know a little bit about us.

[1:42] We want to know about you.

[1:43] People know about us.

[1:45] You've been here how long?

[1:47] I say almost.

[1:49] Almost a year. & six months.

[1:51] yeah.

[1:52] So I look at the time flies, right? Yes.

[1:55] You know, I.

[1:56] I was appointed by Mayor Adams in May of 22

[2:00] and then got into through the council period, June 1st.

[2:05] And I started on June 1st or so.

[2:07] Also, I heard you have already had an experience on the transportation industry.

[2:14] That's right.

[2:14] I came from D.C., I regulated the Department of For-Hire

[2:19] Vehicles, which is a much smaller entity than New York City.

[2:23] And what I've learned is that, you know, that New York City has a lot of

[2:28] stakeholders, has a lot of different views on a lot of different things.

[2:32] Right.

[2:33] And so regulating an industry that has our Liveries, our Lux Limos,

[2:37] your industry, the traditional Yellow, FHV, High Volume; Uber and Lyft.

[2:43] It's very complicated and everyone has a different view

[2:47] on a different sorts of, you know, our regulatory structure.

[2:52] And I get a lot of different views

[2:54] and I have to distill that and make the best decision

[2:57] for the entire industry, for our passengers, for our industry stakeholders.

[3:00] But, you know, my main focus oftentimes is our drivers.

[3:04] Absolutely no, and we appreciate that.

[3:07] So I'm coming from the industry.

[3:08] I myself, I was a taxi driver for 35 years in New York City.

[3:13] I usually say I driven 1 million miles in the tri state area.

[3:19] So I know all the new buildings and how they come up.

[3:22] When I drive around with my wife, I used to see them

[3:26] when they started that one or that highway when they started it.

[3:29] She say I know you have to told me

[3:31] so many times already that that was my life on the industry.

[3:34] But I really appreciate I been following you

[3:38] because you have been interested in a know

[3:41] the different sectors of the industry, not just the office.

[3:45] I mean, how the the TLC office you've been

[3:49] with the Livery institution you be with the Black Car

[3:52] people you meet with the Uber, you meet with the yellow cab.

[3:55] I mean, it's important to know all the aspect of the

[3:59] of the of the industry on our side

[4:02] as a driver we only see as a driver.

[4:06] So what is benefiting me or what is hurting me on the industry

[4:10] from your regulation right as a driver.

[4:15] So but we should be able to to see all the aspect

[4:18] because there is a lot of things going on that we as a driver or as a base owner,

[4:24] we don't know that you have it yourself

[4:27] because this all have to be satisfied.

[4:31] I mean, looking for the service, for the for the customer, number one

[4:34] and then the drivers, because I always say we the drivers,

[4:38] we don't have an industry as why it’s so important that we look for regulation

[4:43] that benefit and do and make the thing less difficult.

[4:48] That's right for the drivers. Yeah that's right.

[4:50] And you know, when I look at the regulatory structure

[4:54] of New York City, right, it's I can't make everyone happy.

[4:59] All the time.

[4:59] And, you know, and sometimes, you know, that's my job

[5:03] to make the best decision that balances all the industry stakeholders.

[5:08] There's a lot of voices.

[5:09] And, you know, if I make everyone happy, I'm not doing my job.

[5:12] But, you know, like like you you're a 30 year veteran of driving, right?

[5:16] I also drive.

[5:18] I'm one year old when getting my TLC license.

[5:21] And so I'm pretty new in all of this.

[5:24] But in the last year since I driven, I've driven a yellow

[5:27] I've driven a livery, I've driven a black car.

[5:31] And so I truly want to experience what drivers are experiencing on a

[5:35] regular basis, sitting behind the wheel, understanding what drivers go through.

[5:40] Because I think for many commissioners, right, they regulate from

[5:44] 33 Beaver Street, They don't regulate for where the drivers sit.

[5:48] And so it's really important to me to learn every single aspect

[5:52] of every single person's experience

[5:55] within the New York City's regulatory framework.

[5:58] It is important to me and, you know, most recently

[6:02] I drove from Upper Harlem to Inwood all the way to the Bronx.

[6:08] Right?

[6:09] And I met with a variety of different car bases.

[6:13] And what I understood, right, is that our community

[6:17] car bases are livery bases.

[6:20] Bases like yours are truly important to the communities we serve.

[6:25] And that's what I'm going for right through my regulatory structures.

[6:29] I want to understand, I want to be with our passengers and

[6:33] I want to see what challenges there are so that we can overcome them together.

[6:37] And that's my main goal.

[6:39] is a lot of pressure that we have as a driver regulation

[6:42] the speed limit, the camera.

[6:44] I mean we didn't have cameras in the eighties,

[6:46] which speed or a red light camera.

[6:48] We didn't have that thing.

[6:50] So that is like changing the culture of the driving in New York City.

[6:54] I understand that the tension with the

[6:57] both lane with the

[6:58] bicycle lane, I mean, is new to us as a driver and as me

[7:04] to to digest all the changes

[7:07] for the taxi driver is very, very difficult.

[7:10] I think that's right.

[7:11] I think that there's a lot of rules for the road and we are looking at data,

[7:16] we're looking at camera tickets, we're looking at

[7:21] behavior across our city.

[7:24] But one thing I think we we can collectively agree on is that we

[7:27] want safer roads.

[7:29] We want to ensure that no one dies on our roadways.

[7:33] And that's our vision, right?

[7:34] That is our long term vision

[7:36] to have safer roadways for our drivers, for our pedestrians, for our bicyclists.

[7:41] And so what that means is that we have to share the road

[7:43] is what that means is that we have to follow roadway rules and laws.

[7:48] Right.

[7:49] And I know it's sometimes very difficult, especially when a driver

[7:52] has to pick up and drop off in a bus lane, for example.

[7:56] And, you know, right behind them, there is a bus that's coming down

[8:00] and they might get a snap ticket.

[8:01] Right? Right.

[8:02] And so these are challenges of the roadways.

[8:05] But I implore all drivers to follow the rules of the roadway.

[8:09] And so if they're going to pick up and drop off in a bus lane,

[8:11] they need to make that next. Right.

[8:13] They can't go and decide they want to go to the left lane.

[8:18] Oftentimes, I see that on the roadways or in a bike lane.

[8:23] Don't park in a bike lane.

[8:24] That is where you're going to get a ticket very easily or a summons very easily

[8:28] from the TLC, from NYPD or from one of our partners.

[8:31] And so I always implore our drivers, if you drive safely,

[8:34] if you follow the road, the rules of the roadway,

[8:37] you're not going to get a summons and you're going to be better for it.

[8:40] Absolutely. Absolutely.

[8:41] Yeah.

[8:41] And say, I'll tell you, Commissioner, is to adapt to that.

[8:46] The lifestyle of the the way we used to drive in the city, the timing for that.

[8:51] But what a driver you have you have 10 hours 8 hours to make it

[8:56] so if it doesn't make it next day.

[9:00] But that day they want to to be sure that they complete whatever they they

[9:05] they in the morning say I'm going to make 200, 300, 400 or even 600.

[9:10] You work for Agape. Of course.

[9:12] All right. There you go.

[9:13] That's a good plug for you.

[9:15] Absolutely. Absolutely.

[9:16] Even if the drivers are waiting for the EV,

[9:20] how many we add new plate, we we.

[9:23] You raised it with that, Dad.

[9:24] Yeah, well, you know, I think that what we're

[9:27] very proud of is our exemption is that it provides

[9:32] a pathway for many drivers to earn a middle class living.

[9:36] Right.

[9:36] This is something that is incredibly important to me.

[9:39] It's incredibly important to our mayor is incredibly important to you

[9:43] as a business owner for drivers to be able to own their own car.

[9:48] What we have been seeing is that drivers were paying

[9:51] as much as $900 a week to rent a Suburban.

[9:54] Right now, they're moving away from a gas guzzling vehicle to going into a model Y

[10:00] and they're saving upwards of $300 per week.

[10:04] Right.

[10:04] So after insurance, after everything else, this driver might be paying

[10:08] $600 per week for his own model Y.

[10:11] And at the end of that lease, guess what?

[10:13] He gets to keep his own car.

[10:15] That is what we want to do. Right?

[10:18] And this is something

[10:19] that I have been focused on to make our drivers lives a lot better.

[10:25] We have had

[10:26] 9756 additional licenses.

[10:30] I do.

[10:30] But what is amazing by that is I get a lot of criticism

[10:34] from a lot of people across our industry that they're going to mega-corporations,

[10:39] that they're going to corporations like Hertz or Revel or big leasing companies.

[10:44] That's not true.

[10:45] 88% of our licenses

[10:48] that the 9756 went to individuals

[10:52] and then about a little over a thousand went to corporations.

[10:56] But what does that mean? Right.

[10:58] When I looked at the data, many of those that went to corporations

[11:02] or corporations in the individuals name.

[11:04] Right.

[11:05] Because that happens a lot. Right.

[11:07] So it is Davido LLC.

[11:10] It is Morris Center LLC. Right.

[11:12] And they put their one vehicle that they own into the LLC.

[11:15] It is because they want protections as a corporate entity,

[11:19] just like many others want that corporate protection.

[11:21] But it's still going to an individual.

[11:23] Yeah, that's great because the outside, the driver had the perception

[11:27] that the that the big company has the most of the new place.

[11:32] I don't know where they get that from.

[11:33] Yeah. I think it's always the view

[11:37] that when the TLC does something it is to do something for a corporation.

[11:42] That is not the case.

[11:43] My job has always been to make sure that the industry as a whole

[11:49] is thriving, making sure that our drivers make the most money

[11:54] as they can for the passengers to have a safe ride.

[11:57] Right.

[11:58] And those are the things that I focus on on a regular basis

[12:03] to make sure that a regulatory framework it is for our passengers and our drivers.

[12:08] Right.

[12:08] And that's,

[12:09] I think, what we all strive for, because like you said, without drivers,

[12:14] you don't have an industry, you don't have a business.

[12:17] And so

[12:18] that is what are incredibly important for both regulators and the corporations.

[12:22] Absolutely.

[12:22] But as you say, it's somebody said that is insane to try to have everybody happy.

[12:28] It's impossible. It's impossible about it. Yeah.

[12:31] So but you have done a great job in

[12:33] getting informal from all the aspect of the industry.

[12:37] And then you can, you know, you can bring ideas, new ideas.

[12:42] And are you actively in the industry?

[12:44] I just you just said

[12:46] you're the first commissioner to have a taxi driver license, right.

[12:49] To work as a, as a taxi driver. Yeah.

[12:52] I mean that does awesome. That tells a lot of things about you.

[12:55] Yeah.

[12:55] But, you know, it's not all about the driving part of it, right?

[12:59] I think I want to give drivers access to a commissioner

[13:04] when I go to LaGuardia Airport, just right down the street from here,

[13:08] and I wait in line, drivers can talk to me.

[13:11] Right?

[13:11] The driver's has access to see what their problems are, be it in the yellow lanes.

[13:17] I hear a lot about the taxi improvement fund

[13:19] and how they're not getting paid from the TLC.

[13:21] Well, then I can go back and say to my team members, what is going on?

[13:26] How can we change the infrastructure of our government agency?

[13:30] And, you know, I, I, I always passionate about improving government efficiency

[13:37] and then I can go back and talk to my staff members

[13:40] and say, this is what we're doing, this is how we should do it,

[13:43] and this is how we can improve our city's

[13:47] technological infrastructure, but also our business practices

[13:51] to improve it, to address concerns from you, from our drivers,

[13:57] from our small businesses, because this is how is keeping the city moving.

[14:02] And I want to continue this transportation sector keeps our city movie.

[14:05] I want to keep our city moving.

[14:07] Absolutely. Absolutely.

[14:08] And we appreciate all the time that you

[14:11] I see you different from the other commissioner.

[14:14] They did something different.

[14:16] Each one, you know, bring something different by you.

[14:19] You've been involved that actually would you look like my my,

[14:23] my good brother and friend from D.O.T.?

[14:26] Ydanis Rodriguez D.O.T.

[14:29] He did a guy work with his heart.

[14:31] He want to improve the quality of life of the streets outside,

[14:36] including the taxi drivers everybody over there.

[14:39] So we got to have him as a guest.

[14:42] That's great. Yeah, exactly. Rodriguez

[14:45] My brother.

[14:46] So he is coming to to share with us because the drive they want to want

[14:52] you understand why a bottle lane why you taking

[14:55] taking a space from the drivers to give it to the to the the boss lane.

[15:00] I mean I went to one of those presentation and we were fascinated

[15:05] how that improve the traffic actually on the street.

[15:10] Yeah. So we're going to have him very soon.

[15:13] You know, Commissioner Rodriguez is a true friend of mine.

[15:15] He's a mentor.

[15:16] He has been part of New York City politics for a long time.

[15:20] And now I'm so appreciative that he is our D.O.T.

[15:24] commissioner.

[15:24] He has a long term vision of how we move the city forward.

[15:28] And you're right. Right.

[15:29] You know, bus lanes, bike lanes move people faster.

[15:33] And that is what is important. Right?

[15:35] And so if traffic moves faster, guess what?

[15:38] Drivers can move faster.

[15:40] And I think that's

[15:41] that is a goal of our all of ours because we want to make sure

[15:45] that congestion is not a place that drivers can go to point A to point B

[15:49] in an efficient manner

[15:50] so that they can serve their customers better

[15:52] and then they can go on to the next customer, right?

[15:55] Efficiency is where Adonis and I

[15:59] have a very much an aligned vision.

[16:03] But what is more important is that we have a strong ally at the DOT

[16:07] because Ydanis has always been for our drivers.

[16:11] He has been a driver himself.

[16:13] He is an advocate for all of us.

[16:14] And so that is why I truly respect him and I truly love working with him because

[16:19] he has an overall vision for our city and not just one point of vision.

[16:25] And that is important in any commissioner.

[16:27] And like you said, like we it's important for us to engage

[16:30] with many different people and Ydanis does that.

[16:33] And so I truly appreciate I'm so excited to hear him on our podcast in the future.

[16:39] Yeah, yeah, absolutely. Absolutely.

[16:41] Yeah.

[16:41] You've been doing something very interesting.

[16:43] You get you have link with the D.O.T.

[16:47] and also the empty MTA.

[16:49] Those are the three major factors of transportation road

[16:53] and that's right services that that's a genius idea.

[16:56] I mean you have to be like this and the Port Authority right

[16:59] And so we all partner across the board.

[17:03] I meet with the MTA on a regular basis.

[17:05] I meet with Ydanis on a regular basis, and I also meet with Rick Cotton

[17:11] at the MTA on a regular basis, because our cities infrastructure

[17:16] is so intertwined amongst different entities.

[17:19] Yeah, and if we can work together, we can build a better city for it.

[17:23] And so these task force, these meetings that we have

[17:26] to not only look at what contributions

[17:30] that the

[17:32] New York City for hire vehicle sector

[17:35] does to our entire transportation sector,

[17:38] but also how we can stop things like hustling at an airport,

[17:43] which is incredibly important thing, right.

[17:45] I mean, it is taking an illegal hustler is taking away

[17:49] real business from a license driver.

[17:53] And that's why I've so focused on that at our airports,

[17:56] at our both JFK and LaGuardia. Right.

[18:00] Because I want to make sure that these hustlers are not

[18:03] operating illegally and not take away from your drivers.

[18:08] Absolutely.

[18:09] I seen it for four years and I.

[18:12] I can understand that kind of is amazing.

[18:15] You know, the worst part of all that is

[18:17] that they're scamming passengers out of a lot of money. Yes.

[18:21] And they're taking passengers luggage, right.

[18:24] As hostage.

[18:25] Unless you pay me X amount of dollars, I'm not giving it back to you.

[18:29] So imagine when you know

[18:32] someone from our Latin countries visit

[18:35] for the first time and the first thing they experience is a scam.

[18:40] That's not nice. Yeah.

[18:41] And so that's what we want to prevent.

[18:43] And that's why these partnerships across the board are so important, very broad.

[18:47] I always find that, like powerless friend, the Port Authority

[18:50] at the airports, I don't know why so alone.

[18:53] We have in that kind of situation with drivers, unlicensed drivers.

[18:57] I mean, people don't know it.

[18:58] They just when they ride and they just they go through through that experience.

[19:02] Terrible.

[19:03] So going back to the electric vehicle, okay,

[19:06] we're going to have a lot of a lot of them on the street.

[19:09] What do we have in mind to charge them?

[19:12] Yeah, that's a great question.

[19:14] And what I have seen and work with my various partners is that the charging

[19:19] infrastructure in our city right now is underutilized right.

[19:22] I have heard from big, big corporations

[19:26] like Revel that says that, you know, they're they're charging infrastructure.

[19:30] There's so much capacity left for people to charge.

[19:34] Right.

[19:34] And so drivers

[19:35] need to know about their various charging infrastructure experiences.

[19:39] They need to go on to a plug share, which is an app through the Android

[19:43] or Apple Store

[19:44] so that they can see where the charging infrastructure is in our city.

[19:47] But you're 100% right that there needs to be a lot more infrastructure.

[19:52] And that's why I'm working within my agency, with my other partners like DOT,

[19:57] to ensure

[19:58] that we get more infrastructure for drivers.

[20:01] It's not as easy as, you know,

[20:04] putting in a charging infrastructure and then the next day we have charging.

[20:08] It has to be long term planning and that's why with D.O.T.

[20:12] we've just got a CFI grant of $35 million to

[20:17] provide charging infrastructure where drivers live

[20:20] right in the Bronx, in Queens and Brooklyn, right in our outer boroughs.

[20:26] We need to ensure that there's

[20:27] charging infrastructure so that they can charge their car

[20:30] overnight to 300 miles and then they can work the next morning.

[20:33] That's what we're focused on.

[20:35] And then there's also the National Navy grants, right,

[20:38] by the Biden administration that the state has recently received funding.

[20:42] And so we're going to be fighting

[20:44] to ensure that our passageways and our thoroughfares across our city

[20:49] has access to high speed charging infrastructure.

[20:53] But, you know, I think many drivers also know right now

[20:57] is that our our roadside facility, we're going under construction.

[21:00] Right.

[21:01] Every time they go into inspection, they're going into construction.

[21:03] We're building 30, 30, high speed charging

[21:07] infrastructure at our own facility that'll be available in 2025.

[21:11] And so, you know, I have to look at the short term, medium term and long term,

[21:15] and that's why we're partnering across the board

[21:18] to ensure that drivers have the charging infrastructure

[21:21] that they need so that they can be successful outside us.

[21:25] And so because we need that be the driver, they they I mean the driver mind,

[21:31] they see the problem before being the benefit.

[21:35] So they focus on all that.

[21:36] And the other point that the drivers worry a little bit now is about the

[21:41] the new congestion tolls on 60 history.

[21:44] Tell us about what do you have or what the city has.

[21:47] You know right now it was a big win for all of us to do a per trip cost, Right?

[21:52] Imagine if it was what was proposed, $15 per entry into the congestion zone.

[21:58] That would have been devastating to our taxi

[22:01] industry, to our yellow industry, to our for hire vehicle industry.

[22:06] But when we when the administration fought Mayor Adams fine, we went to a $2

[22:10] and 50 cent per trip toll rate within the congestion zone, right?

[22:15] That is going to be passed on to the passengers

[22:17] and then $1.25 for our yellow taxis.

[22:22] And so that is much better than the $15 entry and exit.

[22:25] And so, you know, that is why we have these partnerships, right,

[22:29] so that we can work on a better result that does not hurt drivers.

[22:35] And this is what we're very excited by.

[22:37] But yes, congestion pricing is coming and is something that our mayor and I

[22:42] we support.

[22:43] And we want to make sure that, you know, in the long run

[22:47] that drivers can make a living faster, take passengers where they need to go

[22:52] with less congestion.

[22:53] And that's a win for our industry.

[22:55] Yeah, I think when we see the result on the less congestion

[22:59] the taxi driver that we've got, they're going to be very happy

[23:02] to instead of taking, you know, from 60th Street to Wall Street

[23:06] 45 minutes now they can do it in 15.

[23:09] That's going to be a win win there.

[23:11] That is a big win, right?

[23:13] I hope that is what comes out of this.

[23:15] And I expect that hopefully this comes out

[23:18] and that would be a huge win for the entire

[23:22] for higher vehicle sector because, you know, I think even you

[23:26] when someone wants to go to a doctor's appointment from the Bronx,

[23:29] they want to get there timely because they have a set appointment, right

[23:33] when they want to make sure that they can get to a fun event with their family.

[23:39] They want to get there on time.

[23:40] They don't want to be late and, you know, to go

[23:43] three, four miles in 45 minutes.

[23:46] That's that's not fun.

[23:47] That's not fun for anyone.

[23:48] And so I am very hopeful that congestion pricing works and I expect it to work.

[23:54] Good. Good to driver. Be clear.

[23:56] 254 Taxi driver to cross

[23:59] below 63 And is it passed on to the passenger.

[24:03] That's right This is a partner pass. Yeah.

[24:05] So that's a good thing

[24:07] and we're we're working with the MTA on

[24:08] how we can build the infrastructure around that.

[24:11] But there is certainly infrastructure already, right?

[24:14] You know, like the black car fund, I think they take $2.50 or

[24:18] 2.75% set or 2.5.

[24:21] It's a good fund to have. Yeah, exactly.

[24:24] So, you know, there's infrastructure in place like that and so that we're

[24:27] just going to build on that for every trip within within the zone.

[24:32] Awesome!.

[24:35] Commissioner Do. That's right.

[24:38] You got it.

[24:38] Right, right.

[24:39] Excellent!

[24:41] Any last minute words. You know

[24:45] something for our drivers, hope for the drivers.

[24:47] I mean, that's right. That we did.

[24:50] Tell us something.

[24:51] What do you wish for the drivers?

[24:53] You know, I wish for the drivers to be successful,

[24:57] to get out of predatory leases, to ensure

[25:00] that there is a market industry that is for them, that works for them.

[25:06] And that's what I look at on a regular basis from our regulatory

[25:09] framework, from our internal workings to improve the lives of drivers.

[25:14] That is what we want in the next two or three years.

[25:18] What I'm hopeful for is

[25:21] a better interaction, a better, more improved customer service experience

[25:25] at our licensing facilities, at our prosecution offices.

[25:29] You know, that is always a consternation that I hear from drivers.

[25:33] And at our inspection facilities, they will see a whole new

[25:38] way of business.

[25:39] At the TLC.

[25:41] We are going through a $30 million modernize station

[25:44] project, a $100 million modernization

[25:48] project for our Woodside facilities, $30 million for our systems.

[25:52] And that is all to help drivers do business

[25:55] with the TLC faster, more nimble so that they can get on the road.

[25:59] That is our vision. That is what we want.

[26:02] And we're also working on building more infrastructure,

[26:06] EV infrastructure, so that they can be successful

[26:09] and they can be on the road to do business

[26:12] as a driver in New York.

[26:16] That is my vision, that is my hope.

[26:18] And, you know, I just wish all of our drivers,
